Secondary: Eyeball Collection, Ultimate Hunter
Ability Haste VS Ability Cooldown:
The formula for an ability cooldown is: Base Cooldown × 100 ÷ (Ability Haste + 100)).
Zilean’s Chronoshift [R] base cooldown is 60 seconds
Without Cloud Drakes
Base Cooldown × 100 / (Ability Haste + 100)).
60 x 100 / (153+100)
6000 / 253 = 23.7 seconds
Ultimate Hunter Fully Stacked
25% Ultimate Cooldown
45 * 100 / 253 = 17.7 seconds
With Cloud Drake x4
Cloud Drake x4 : 40 ability haste for ultimate (says 40 ability haste but counts as 40%)
Recomputed:
21 * 100 / 253 = 8.3 seconds

The highest attainable ability haste is 223 fully stacked with ultimate hunter and cloud drakes, this gives Zilean the following ultimate cooldown:
21 * 100 / 323 = 6.5 seconds
He’d have to build a few nonsense items like Navori Quickblades though…
